Seat belt doesn’t retract or extent when in use or not in use. When you break, it lets loose and when you are driving it locked down.

The RV was taken to the dealer, where it was diagnosed that the seat belt was installed as designed. The RV was not repaired. THE BACK SEATBELTS SEIZE UP AND NO LONGER EXTEND. THIS CAN HAPPEN AT ANY TIME.
